Equal access to early childhood through higher education should not depend on individual or community economic status. Teachers should receive salaries and training that reflect the importance of their role in society, and financial disparities across communities require an effort to equalize resources among urban, suburban, and rural school districts.

Investments in non-traditional, transitional, continuing, early childhood and higher education must be made to ensure current and future generations learn the skills necessary for meaningful and robust participation in social and economic life.
